9 Then Reʹhum+ the chief government official and Shimʹshai the scribe and the rest of their colleagues, the judges and the lesser governors across the River,*+ the secretaries,+ the people of Eʹrech,+ the Babylonians,+ the inhabitants of Suʹsa,*+ that is, the Eʹlam·ites,+

2 And I began to see in the vision; and it came about, while I was seeing, that I was in Shuʹshan+ the castle, which is in Eʹlam+ the jurisdictional district; and I proceeded to see in the vision, and I myself happened to be by the watercourse* of Uʹlai.+
