Quite naturally, since it was the capital of Israel, Jerusalem was used at times to stand for the nation itself.

The apostle Paul makes a similar reference at Galatians 4:25: “Now this Hagar means Sinai, a mountain in Arabia, and she corresponds with the Jerusalem today, for she is in slavery with her children.”
